Job Description

Role Overview

Veolia I Water Tech is seeking a Senior Procurement Director to lead and drive procurement operations for the Engineering & Procurement Projects (EPP) Business Line in Europe.

This strategic role encompasses direct oversight of procurement functions for EPP, including:

  • Municipal projects in France,

  • International desalination projects,

  • Technologies for energy, including Upstream seawater injection, Onshore & offshore produced water treatment, Carbon capture and clean hydrogen.

The Senior Procurement Director will act as a strategic partner to Business Leaders, implementing governance frameworks that maximize procurement value across the full tendering and execution lifecycle.

As a change management leader, this individual will champion procurement initiatives to ensure successful project delivery through cost reduction targets, while securing operations. This is a pivotal role within the organization - one that influences and drives initiatives by providing expert guidance, identifying new opportunities, developing synergies across all entities, and steering transformation efforts.

 

Key Responsibilities

Reporting to the VP, Procurement, Europe, the Senior Procurement Director will be accountable for the following areas:

  • Strategic Leadership

    • Align procurement strategies with the EPP business objectives,

    • Lead EPP Procurement teams in coordination with Regional and Global Procurement functions,

    • Drive cost optimization through synergies and category management initiatives,

    • Maintain quality standards, cost efficiency, and timeline adherence from bid phase through project delivery.

  • Financial Objectives

    • Achieve savings targets based on defined performance metrics and KPIs.

  • Non-Financial Objectives

    • Bidding Phase:

      • Develop procurement strategies during the tendering phase,

      • Evaluate and authorize bids and supplier pre-commitments in line with governance,

      • Support revenue growth through competitive procurement positioning.

    • Execution Phase

      • Oversee end-to-end procurement operations for EPP,

      • Develop sourcing and negotiation strategies in coordination with Category Management,

      • Optimize procurement resource utilization,

      • Establish a Quality Control roadmap in collaboration with cross-functional teams.

  • Category Management

    • Build strategic plans for critical categories including Equipment, Fabrication and Electrical & Automation systems.

  • Talent Development

    • Assess team capabilities and execute targeted development programs to strengthen organizational capacity.

Qualifications

Qualifications & Experience

  • Professional Experience

    • 15+ years of procurement experience in EP/EPC projects (water treatment, industrial, or infrastructure sectors),

    • 10+ years in senior leadership roles managing large-scale capital projects,

    • Demonstrated track record of managing large procurement teams (30+ FTEs) in geographically dispersed, matrix environments, with accountability for an annual spend exceeding €300M,

    • Experience in Oil & Gas is a plus,

    • Demonstrated expertise in strategic category management and best-cost-country sourcing, particularly in the Middle East and APAC regions,

    • Strong background in procurement governance structures,

  • Soft Skills

  • Strategic thinking with ownership mindset and strong decision-making capabilities,

  • Stakeholder engagement and influencing skills,

  • Change management and transformation leadership,

  • Business acumen and collaborative partnership approach.
