Context

This project is a comprehensive 48-month water and wastewater sector improvement program implemented in partnership with Yarmouk Water Company (YWC), the Project Management Unit (PMU), and the Water Authority of Jordan (WAJ). The initiative focuses on enhancing water service delivery through multiple technical interventions including non-revenue water (NRW) reduction, hydraulic network optimization, leak detection and repair programs, comprehensive network mapping using GIS technology, asset management system development, water quality and safety monitoring, customer service enhancement, illegal connection elimination, and infrastructure database creation. The project will deliver critical programs such as minimum water supply service standards, continuity of supply improvements, pressure and flow metering systems, electricity efficiency measures, preventive maintenance protocols, customer awareness campaigns, debt management solutions, and financial modeling for sustainable operations. Through coordinated efforts of key management staff and specialized technical experts, the project aims to modernize water infrastructure, reduce water losses, improve operational efficiency, strengthen institutional capacity, and ensure compliance with national water sector priorities and regulatory requirements in Jordan.

Job Description

Main Accountabilities

The Finance Director is accountable for leading all financial management functions of the project, including strategic financial planning, budgeting, forecasting, and resource allocation. This role ensures robust financial controls, regulatory compliance, and audit readiness while providing critical financial insights to support executive decision-making. The Finance Director is responsible for monitoring financial performance through KPIs, managing profit and cost centers, optimizing operational costs, maintaining the fixed assets register, and delivering regular financial reports to management and stakeholders. Additionally, the position drives initiatives to improve financial efficiency, cost-effectiveness, and profitability while safeguarding company assets and maintaining financial integrity throughout the project lifecycle.

Detailed Job Description

  • Lead the annual budgeting process, including forecasting, resource allocation, and cost projections.
  • Develop financial plans to support the company’s strategic objectives and operational requirements.
  • Establish and enforce robust financial controls to ensure compliance with internal policies and external regulations.
  • Conduct regular audits and risk assessments to safeguard company assets and maintain financial integrity.
  • Collaborate with internal and external stakeholders to provide clear and timely financial information.
  • Act as the primary point of contact for auditors, ensuring smooth audit processes and compliance with all statutory requirements.
  • Provide financial insights and recommendations to support executive decision-making and strategic initiatives.
  • Drive initiatives to improve financial efficiency, cost-effectiveness, and profitability.
  • Develop and monitor profit and cost centers to ensure efficient allocation and management of resources.
  • Analyze variable and fixed costs, providing insights to optimize operational and financial performance.
  • Maintain and update the fixed assets register, ensuring accurate valuation and compliance with company policies.
  • Monitor depreciation schedules and assess asset value periodically to support financial reporting and decision-making.
  • Define and monitor key financial performance indicators (KPIs) to track the company’s financial health and operational efficiency.
  • Provide regular reports to management on financial performance and trends to support strategic planning.

Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field (required)
  • Master's degree in Finance, MBA, or relevant discipline (preferred)
  • Professional certifications such as CPA, ACCA, CMA, or equivalent (highly desirable)
  • Minimum 12-15 years of progressive experience in financial management and accounting
  • At least 7-10 years in senior finance leadership roles
  • Proven experience in infrastructure projects or water/utilities sector (preferred)
  • Demonstrated experience with donor-funded or government projects
  • Track record of managing multi-million dollar budgets and financial operations
  • Experience working in Jordan or the Middle East region (advantageous)
  • Expert knowledge of financial management principles, accounting standards (IFRS/GAAP), and regulatory compliance
  • Strong budgeting, forecasting, and financial planning capabilities
  • Proficiency in financial analysis, cost management, and performance monitoring
  • Experience with financial management systems and ERP software
  • Advanced skills in financial modeling and reporting tools (Excel, Power BI, etc.)
  • Knowledge of audit processes and internal control frameworks
  • Understanding of fixed asset management and depreciation methodologies
  • Familiarity with project finance and contract financial management
  • Fluency in English (written and spoken) - required.  Proficiency in Arabic - highly desirable
