Main Accountabilities

The Head of HSEQ will be responsible for leading the development, implementation, and continuous improvement of health, safety, environment, and quality management systems across the organization. This role is crucial in ensuring compliance with relevant regulations, promoting a culture of safety, and driving quality excellence in all operational
activities. To oversee the health, safety environment and quality team and monitor relevant inspections, risk assessments and HSEQ analyses for the operations across different projects in order to ensure compliance of project work, work sites, and employees with Enova’s HSEQ standards, relevant certification guidelines, maintain and implement achieved international certification standards (ISO 9001; 14001; 45001; 50001; 55001) and any others in link with Enova activities.

Detailed Job Description

Leadership and Strategy:

  • Develop and implement the HSEQ strategy aligned with the company’s objectives.
  • Lead, mentor, and develop the HSEQ team to foster a culture of safety and quality.
  • Collaborate with senior management to integrate HSEQ considerations into business decisions.

Regulatory Compliance:

  • Ensure compliance with all local, national, and international health, safety, environmental, and quality regulations.
  • Stay updated on changes in legislation and best practices related to HSEQ.

Risk Management:

  • Identify potential hazards and risks associated with facility and energy management operations.
  • Develop and implement risk management strategies and mitigation plans.

Policy Development:

  • Create, review, and update HSEQ policies and procedures to ensure effectiveness and compliance.
  • Promote adherence to policies across all levels of the organization.

Training and Awareness:

  • Develop and deliver HSEQ training programs for employees at all levels.
  • Foster awareness of HSEQ issues through regular communication and engagement initiatives.

Audits and Inspections:

  • Conduct regular audits and inspections of facilities and operations to assess compliance with HSEQ standards.
  • Prepare reports and action plans based on audit findings.

Incident Management:

  • Oversee the investigation of incidents, accidents, and near misses to identify root causes and implement corrective actions.
  • Maintain records of incidents and monitor trends to drive continuous improvement.

Sustainability Initiatives:

  • Develop and implement sustainability initiatives to minimize environmental impact and promote energy efficiency.
  • Collaborate with stakeholders to promote sustainable practices within the organization.

Quality Assurance:

  • Implement quality management systems to ensure service delivery meets customer expectations and regulatory requirements.
  • Monitor and analyze quality performance metrics to identify areas for improvement.

Stakeholder Engagement:

  • Liaise with external regulatory bodies, industry associations, and other stakeholders on HSEQ matters.
  • Represent the company at HSEQ-related forums, conferences, and meetings.

Strategy Contribution and Implementation

  • Contribute to the development of the HSEQ departmental strategy and ensure effective cascading of departmental strategy into section’s policies and procedures in line with the overall business objectives of the organization.
  • Contribute on continuously improve Enova Integrated Management System toward Best Practices for all department.
  • Manage the HSEQ KPI’s target of Enova; aim to improve Enova results and follow MAF and Veolia guidelines.

People Management

  • Oversee the effective achievement of objectives through setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximize subordinate and the overall performance.
  • Oversee all HSEQ related person in Enova Middle East; coordinate with operation and line manager.

Organization Structure

  • Support the HR director in defining an optimum departmental structure so that resources are optimally utilized and communication can take place in an efficient manner.

Budgets and Plans

  • Prepare the budget for the respective section and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized upon.

Day-to-Day Activities

  • Supervise day-to-day activities, providing HSEQ advice to staff and to the line manager, encouraging teamwork, facilitating related professional work processes, and resolving any escalated issues in order to ensure that work is correctly prioritized and completed as per procedures, standards, and departmental requirements.
  • Plan the resource utilization of the HSEQ staff and allocate them to the projects of Enova across geographies in order to ensure the coverage and compliance of all projects with the relevant HSEQ policies and standards.

Risk Assessments

  • Implement techniques and other analyses to assess HSEQ risks in order to identify and prevent non-compliances that may lead to significant losses and forward this information to the HR Director and concerned parties to minimize risks.
  • Manage Internal and external Interested parties’ identification of the tier need and expectation and forward information to all ExCom to formalize Company Strategy Risk Assessment.

Inspections & Internal Audit

  • Supervise inspections of all projects work sites and carry out periodic inspections in complex/ big projects to ensure compliance with HSEQ standards and identify non-compliance, unsafe practices and conditions.
  • Review the findings of all the inspections carried out by the team and propose remedial actions in order to ensure all issues are resolved timely and that action plans are followed up on.
  • Plan inspections & Audit and follow the planning.

Training and Awareness

  • Support the mobilization of new projects, through the provision of training and transferring of knowledge related to HSEEQ policies, procedures, standards, checklists and guidelines ensuring adherence to the relevant standards.

Internal and External Relations

  • Develop a working relationship with authorities and assist in identifying areas for service improvement.
  • Coordinate with the customers as required, in order to understand their HSEQ requirements and standards, and ensure that the team is trained and well aware of these requirements, in order to enable smooth operations.
  • Develop and coordinate a working relationship with MAF and Veolia HSE department and assist in identifying areas of improvement.

Policies, Systems, Processes & Procedures

  • Provide inputs to enhance departmental policy and procedures and develop/enhance procedures related to respective section and implement procedures and controls covering all areas of HSEQ activity to ensure adherence and effective implementation.
  • Monitor and regularly review the different country regulations in terms of HSEQ, and provide relevant modifications / inputs on specific operational checklists, to the line manager in order to ensure accuracy and comprehensiveness of the HSEQ guidelines, standards and policies.

Quality, Health, Safety, & Environment

  • Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.

Statements and Reports

  • Supervise the preparation of timely and accurate departmental statements and reports to meet Enova’s and department requirements, policies and standards.
  • Review the risk assessment and impact assessment reports prepared by the team and recommend suitable action plans to the line manager for his/her feedback and comments in order to ensure the risks are minimized.

Related Assignments

  • Perform other related duties or assignments as directed.

Tools & Methods, HSEQ:

  • Abide by the Health, Safety, Environmental and Quality, (HSEQ) policy, procedures necessary for the good conduct and safety of the workplace. It is a requirement and moral obligation of each employee to be actively committed and accountable to the compliance of Enova’s HSEQ policy, operating procedures, as well as being compliant to local legislation. The Employee shall seek clarification and guidance in specific cases or whenever one feels necessary.

Customer Relations:

  • Develop a pro-active working relationship with all authorities and assist in establishing areas for service improvement.

Board Relations:

  • Present the Board as per requirements for reporting, controls, corporate governance, deployment of strategy. Act as an advisor to the board.
  • Bachelor’s degree in Environmental Science, Occupational Health and Safety,
  • Engineering, or a related field. A Master’s degree is preferred.
  • Professional certifications (e.g., NEBOSH, ISO 9001, ISO 14001, ISO 45001) are highly desirable.
  • Proven track record of developing and implementing HSEQ strategies and programs.
  • Strong knowledge of relevant health, safety, environmental, and quality regulations.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to analyze data and prepare comprehensive reports.
  • Strong problem-solving skills and attention to detail.
  • Bachelor’s degree in HSE / Industrial Engineering or equivalent & Professional Health and Safety certifications and/or accreditation from local and internationally recognized Health and Safety Standards organizations & Qualified in ISO standards
  • +12 years of experience within HSEQ working environment, in a similar
    industry (FM, Energy…etc) with strong experience in managing a team in
    different regions.
  •  Minimum of 5 years of experience in HSEQ managerial role, in a similar or
    related industry within the region.
