Veolia and the City of Winnipeg entered in a 30-year Program Agreement in 2011. Part of Veolia’s role is to provide support services for capital projects within the Winnipeg Sewage Treatment Program (WSTP). The Project Accountant will be a part of a diverse team of both Veolia and City of Winnipeg employees (the Program Team) to assist in delivery of three (3) major projects worth approximately $3 billion dollars. The Project Accountant will work out of the City of Winnipeg Waste and Waste Engineering Department (1199 Pacific) and at the North End Sewage Treatment Plant (NEWPCC). 

Under the general direction of the Program Leader, the Projects Accountant is responsible for assisting in the financial management of critical major capital projects required to upgrade the City of Winnipeg’s three (3) sewage treatment plants to meet Provincial effluent license limits and the Water Protection Act. This position focuses on managing financials for three critical projects at the NEWPCC which are individually valued at over $500 million, are fast-paced, highly complex, involve significant risk, and are public-facing. These projects are delivered using alternative procurement methods and require specialized knowledge and experience for successful delivery.

The Project Accountant will take an active role in the working with the City’s Water and Waste Department Finance Branch. They will work with the City Assistant Controller to analyze financial data, cost monitoring and produce timely project cost generation.

Main Responsibilities: 

Provide expert advice and assistance in project and program budgeting including but not limited too;

  1. Developing and maintaining detailed project budgets, including cost estimations for different phases of a project.
  2. Monitoring project expenses against the budget, identifying variances and potential cost overruns.
  3. Prepare regular financial reports for projects managers
  4. Manage the billing process for projects, ensuring accurate and timely client invoicing.
  5. Analyze project financial data to identify trends, potential risks and areas for improvement.
  6. Work closely with project managers to provide financial insight and support decision making.
  7. Ensure project accounting practices adhere to relevant financial regulations and client policies.

Knowledge, Skills and Experience:     

  • Bachelor’s Degree in Accounting or Finance.
  • Chartered Professional Accountant or equivalent is considered an asset.
  • Minimum of 10 years’ experience with 5 years’ experience directly related to Project Accounting
  • Must have previous experience with project accounting processes on major capital projects.  
  • Good understanding of progress monitoring and controlling in project accounting frame work
  • Experience working in the Google Suite of office tool would be considered an asset
  • Veolia is the world’s largest environmental service provider and a partner of the City of Winnipeg. Demonstrating knowledge of current local or world environmental challenges will be an advantage.
  • Capable to play a central role in coordinating and integrating progress across internal and external program team members
  • Must have the capability to conduct analyses on complex data sets and review large complex technical reports.
  • Must demonstrate ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Must have the ability to handle diverse tasks simultaneously and be able to work effectively with interruptions. Ability to handle confidential or sensitive information and issues.
  • Must demonstrate ability to work in a team environment and willingness to assume additional or new responsibilities.
  • Must demonstrate effective oral and written communication skills and the ability to independently compose routine written communications.
  • Must demonstrate ability to adapt communication style for diverse audiences from construction site / plant floor to senior management.
  • Must demonstrate the ability to guide others and deliver through other people / groups without direct management control.
  • Must have strong partnering abilities to develop networks and build alliances; collaborate across boundaries to build strategic relationships and achieve common goals.

Work Environment: 

Permanent position, offered on a full-time basis, with working schedules from Monday to Friday.

Site/office work environment with the ability to work remotely for up to two (2) days per week.

Possible Work Hazards: 

Must take care in moving or lifting office supplies. Exposure to industrial and construction plant hazards including excavations, noise, heavy equipment, fumes and chemicals.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; and stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
