Job Description

Position Purpose: 

The position will be responsible for installing, repairing, maintaining and operating water distribution facilities, grounds and associated equipment (including water mains, service lines, valves and hydrants). The position will also perform leak surveys, flow tests, line locations, water quality tests and inspections. The position must keep daily records of time and material. Follow Veolia and OSHA safety requirements and use the appropriate PPE while on the job. Represent Veolia in a professional manner. Use provided tools and equipment to complete tasks as assigned. Operate company vehicles to travel to job sites. Basic computer skills required with the ability to send and receive emails, access work orders through the use of company provided mobile devices and utilize company software.

Primary Duties/Responsibilities: 

  • Must be able to operate or willing to learn the basic operation of a backhoe / mini excavator (backfilling, grading, and excavation).
  • Must be able to operate or willing to learn the operation of a Vacuum Excavation Truck.
  • Apply for and secure a CDL license within six months from time of hire.
  • Well versed in the use of tools, equipment, fittings and pipe used throughout the system. Using pipe wrenches, pipe saws, tubing cutters, valve keys, tapping machines and line crimpers to accomplish installations and repairs. (PVC, Cast Iron, Ductile Iron and Asbestos Cement mains and related fittings. Plastic and copper services and related fittings.)
  • Learn all aspects of service / main repair and installation including replacing and installing fire hydrants, main valves, sleeves, clamps etc. Repairing and installing domestic, commercial and fire line services and the use of related fittings and special tools involved in completing the above tasks. Working in leak repair situations where water is running and operating pumps, jackhammers and generators to accomplish timely repairs.
  • Perform flow tests, leak surveys, utility locates, and water quality tests.
  • Perform valve inspection / maintenance.
  • Maintain good customer relations.
  • Perform annual flushing and fire hydrant inspection / maintenance.

Work Environment:

  • While performing the duties of this job, the employee is routinely exposed to a variety of outside weather conditions, including very hot temperatures, very cold temperatures, rain, and snow.
  • The noise level in the work environment is usually moderate.

Qualifications

Education/Experience/Background: 

  • High School Diploma/GED is required.
  • Experience using locating devices to locate service lines and mains as well as curb boxes and gate boxes a plus.
  • Backhoe / Mini Excavator / Vac Truck operating experience preferred.

Knowledge/Skills/Abilities: 

  • Must have the ability to read maps and locate valves (gate boxes and curb boxes) to perform shutdowns as needed on mains as well as services.
  • Must be able to learn job set-ups and oversee that the work being done is done in a safe, time effective, and quality manner.
  • Must be able to complete all forms, paperwork (both physical and electronic) and reports necessary to complete, restore and account for all work done by VWPA’s T&D work force at the Harrisburg operation.
  • Must be able to communicate effectively with Supervision and work in accordance with their input and instructions. Must be able to communicate with the public around job sites and represent the company.
  • The employee must be able to operate motors fueled by gasoline, diesel or gaseous fuels, to paint, and use other hand tools required.
  • Excellent customer service skills.
  • Ability to communicate effectively with the public and fellow employees.
  • Perform job responsibilities with minimal supervision in a timely manner.
  • Possess good technological skills such as using computers, iPad, and cell phones.
  • Possess good written / verbal communication skills.
  • Knowledge of OSHA and Company safety policies.

Required Certification/Licenses/Training: 

  • Attain a working knowledge within 6 months of hire of the Transmission and Distribution field and a Class E Water Distribution License within 12 months.
  • Possess valid Pennsylvania driver’s license and have the ability to acquire a CDL license within 6 months.
  • A valid or the ability to obtain a CDL “A” License.
  • A valid or the ability to obtain a water distribution “E” license.

Physical Requirements:

  • Good physical condition to be able to meet the physical requirements necessary to hand excavate and perform the various lifting, bending and carrying necessary in this position.
  • The employee is frequently required to stand, walk, climb stairs or ladders, sit, use hands, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl.
  • The employee may regularly lift 10-20 pounds and may occasionally lift and or move up to 50 pounds.
  • Specific vision abilities required by this job include the ability to distinguish color, close vision and distance vision.
