Position Purpose:
Manages all activities to ensure the successful delivery of assigned small, medium and large sized capital infrastructure projects from inception to completion. Works closely with Operations personnel in accomplishing successful project delivery. Performs portions of new business activities as directed by theSenior Project Manager. Participates in and actively contributes to short and long-term system planning as assigned for Veolia Gum Springs operations. Assists and collaborates with licensed engineers on plan designs. Assists the Engineering group in achieving all department and corporate metrics and goals as appropriate. Designs and drafts plans for capital projects identified for incineration, stabilization and/or landfill. Works with procurement, environmental and corporate resources to obtain easements, long-term leases, permits, property purchase agreements as required for assigned capital projects.
Primary Duties/responsibilities:
- Successfully manages roll-up type and other assigned capital expenditure projects in accordance with assigned project schedules and budgets. Prepares and monitors Capital Expenditure, Requests Funding Project authorizations for projects.
- Designs and drafts plans for capital projects identified for incineration, stabilization and/or landfill.
- Develops and manages project plans, specifications, cost estimates, bidding documents, and oversees construction for assigned projects.
- Participates in and actively contributes to short and long-term system planning as assigned for Veolia Gum Springs Incineration, Stabilization and/or Landfill operations.
- Collaborates with the Senior Project Manager to accomplish design and construction oversight for assigned facilities on new developments. Coordinates internal resources to ensure accurate and timely plan reviews of assigned facilities for new developments.
- Collaborates with the Operations and Maintenance Personnel to effectively coordinate and schedule work and projects.
- Meets with vendors and contractors to provide direction in planning and construction of required operational and engineering opportunities in accordance with material specifications, drawings, project scheduling, and safety, health, and permit considerations.
- Manages/coordinates project closeout and acceptance with operations personnel.
- Performs actual cost vs. estimate look-back assessments on completed projects.
- Works with agencies, landowners and legal staff to obtain easements, long-term leases, crossings, permits and the like as required for projects.
- Provides weekly and monthly reports to management regarding the status of capital projects and issues affecting project performance. Develops and proposes solutions to correct project performance deficiencies.
- Participates in the development of engineering design and delivery processes and standards.
- Reviews designs by others to assure conformance with company standards.
- Performs all job responsibilities and duties in compliance with all safety, health, environmental, and security laws, rules, policies, programs and training.
- Comply with the requirements of the process safety management standard including management of change and pre-startup safety reviews.
- Other duties as assigned.
Work Environment:
- Occasional travel for training or meetings.
- Possible Work Hazards: May be exposed to possible operations hazards including dust, fumes, toxic and caustic chemicals, rotating machinery, high pressure, hot or cold work temperatures, slippery surfaces, water and electrical hazards.
- Specific vision abilities required by this job include close vision, distance vision, color vision, and ability to adjust focus.
- Must be able to support after hours emergency calls and/or serve rotational 24 hour emergency on-call if required by site.
Education / Experience / Background:
- Bachelor’s degree in Construction Management, Engineering, or a related technical discipline, or the equivalent combination of education, technical certifications or training, and/or work experience.
- Valid local state driver’s license required Project management courses or certifications such as Project Management Professional (PMP) preferred
- 5-10+ years experience in project management or project delivery work
- 3 years AutoCAD experience Experience in OSHA Process Safety Management (PSM) -- specifically P&ID documentation, Mechanical Integrity Inspections and Assessment, Process Hazard Analysis, and Process Safety Information Development, Verification and Updates preferred
- Experience in hazardous waste treatment (incineration, stabilization, and/or landfill system design, maintenance, and/or operations preferred
Knowledge / Skills / Abilities:
- Strong AutoCAD skills preferred
- Strong communications skills, both oral and written
- Strong leadership skills with ability to motivate key project stakeholders
- Strong team and project management skills (initiating, planning, executing, monitoring, controlling and closing) with the ability to delegate work, hold individuals accountable, set goals, evaluate performance, and encourage collaboration
- Good negotiation skills
- Good risk management skills with ability to foresee problems and develop and deliver solutions

- Ability to function in the digital world, using computer, laptop, tablet, smart phone devices and software to communicate, perform, and record work.
- Financial analysis skills, including budget management, ongoing assessment of project risk/opportunities, project close-out and look-back, and basic accounting knowledge
- Must possess and maintain a valid driver's license
