Context

The procurement department is pivotal in ensuring an organization acquires necessary goods and services efficiently and cost-effectively. It involves sourcing suppliers, negotiating contracts, and maintaining supplier relationships to secure quality materials and services. Key functions include order processing, inventory management, and ensuring compliance with company policies and regulations.
Strategically, procurement integrates with finance, operations, and logistics to align with organizational goals. It leverages technology like procurement software and ERP systems to streamline processes. Effective procurement provides competitive advantages through cost savings, timely deliveries, and fostering innovation. Additionally, it contributes to value creation by improving product quality and supporting sustainable practices.
Challenges include market volatility, supplier dependence, and complex regulatory environments, particularly for multinational operations. Despite these, the procurement department’s role in managing costs, mitigating risks, and driving organizational success remains critical.

Main Accountablities:

The Senior Procurement Engineer will manage the procurement activities for engineering and technical projects within Veolia. This role involves developing and implementing procurement strategies, negotiating with suppliers, and ensuring the timely and cost-effective acquisition of high-quality materials and services. The Senior Procurement Engineer will work closely with project teams, suppliers, and other stakeholders to support the successful execution of projects.
 

Job Description Details:

Procurement Strategy Development:

  • Develop and implement procurement strategies aligned with project requirements and company objectives.
  • Identify potential suppliers and evaluate their capabilities to meet project specifications and timelines.

Supplier Management:

  • Establish and maintain strong relationships with suppliers to ensure a reliable supply chain.
  • Conducted supplier performance evaluations and managed supplier performance improvement plans.

Negotiation and Contract Management:

  • Lead negotiations with suppliers to secure the best possible terms, including pricing, delivery schedules, and quality standards.
  • Draft, review, and manage contracts to ensure compliance with company policies and legal requirements.

Cost Management:

  • Monitor and control procurement costs to achieve cost savings and efficiency improvements.
  • Prepare and manage procurement budgets and forecasts.

Quality Assurance:

  • Ensure all procured materials and services meet the required quality standards and specifications.
  • Collaborate with the Quality Assurance team to resolve any quality-related issues with suppliers.

Project Support:

  • Collaborate with project teams to understand their procurement needs and provide support throughout the project lifecycle.
  • Ensure timely delivery of materials and services to meet project schedules.

Compliance and Risk Management:

  • Ensure procurement activities comply with internal policies, ethical standards, and regulatory requirements.
  • Identify and mitigate procurement-related risks to minimize impact on project delivery.

Data Management and Reporting:

  • Maintain accurate procurement records and documentation.
  • Prepare regular reports on procurement activities, performance metrics, and supplier performance.
  • Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or a related field. A master’s degree is a plus.
  • Experience: Minimum of 5-7 years of experience in procurement, preferably in an engineering or technical environment.
  • Languages: Fluency in Arabic and English is required. Proficiency in French is a plus.
  • Certifications: Professional certifications such as (CPSM, CSCP , CPM, CIPS , etc……) are advantageous.
  • Strong negotiation and contract management skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Ability to manage multiple projects and prioritize tasks effectively.
  • Strong analytical and problem-solving abilities.
  • Knowledge of industry standards and best practices in procurement and supply chain management.
