Pay Rate: $115000 to $125000 per year.

Position Purpose: 

Under the direction of the Director of Engineering, and in close coordination with Directors of several other departments, this position will be responsible for overall program management, regulatory compliance, and successful delivery for the Veolia Lead Program for the NY Regulated Utility Division, which includes water systems in Rockland, Westchester, Putnam, Orange, and Tioga Counties, New York, and Rhode Island. The Lead Program Manager will be responsible for the creation, planning, and delivery of the Lead Service Line Replacement Program (LSLRP) across all NY Division business units, including water quality monitoring, compliance, filings, and communication requirements, as set forth in Federal, State, and Local Lead and Copper Rules, namely upcoming LCRR and LCRI requirements.

Primary Duties/Responsibilities: 

  • This role has primary responsibilities to oversee and manage the Veolia LSLRP which includes but is not limited to the management and coordination of the Operations Workstream, which will result in the annual replacement of approximately 750 utility-side lead service lines and 750 customer-side lead service lines.
  • This role will manage and oversee generation and revision of customer lead notifications, internal/external trainings, filter pitcher tracking and procurement, and lead & copper sampling plans.
  • Responsible for the annual lead inventory, progress report, preparation of necessary information and compliance with any and all pertinent Federal, New York, Rhode Island, or local regulations for annual replacements
  • Work with internal stakeholders, contractors, property owners, municipal officials, engineers, administrators, etc to plan and deliver the LSLRP.
  • Lead effort with work order log and work order management, data compilation, analyzing data to generate metrics on a weekly basis, and will assist in response to field-related matters including materials releases, acquisition of information from GIS, and payment application review to ensure appropriate billing.
  • Present progress of the lead program monthly and quarterly to NY Division leadership.
  • Works closely with Capital Planning, Procurement, and Operations to develop and sustain cost and schedule efficiency initiatives.  These may include cost unitization, reinforcement of value engineering, delivery of procurement strategies, RFP’s, and project lessons learned.  Candidate will also work closely with Customer Service, Water Quality and Emergency Operations personnel to address customer-related complaints.  Candidate will also work closely with External Affairs and Communications to address town related matters.
  • Manage the development of technical, bidding and contractual documents in accordance with Company requirements including negotiations of agreements as needed in coordination with Procurement
  • Ensure Company Technical and Environmental Health and Safety/Security Standards are incorporated into the design specifications
  • Ensure compliance of Customer-side lead service replacements are in accordance with current State regulator requirements.
  • Manage environmental and governmental permitting in accordance with town and county permit requirements
  • Support the oversight of construction management personal to ensure timely completion of assignments, budget compliance, and adherence to applicable standards
  • Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Drive cost efficiencies in the assignment of work to contractors to reduce the overall average unit cost replacement for lead service replacements (both company and customer-side).
  • Drive cost efficiencies by diligently seeking municipal, county and state paving and streetscape programs to proactively replace lead services and avoid restoration costs along with conflicts with future moratoriums.  Also, seek out large scale private utility infrastructure replacement work for the same reasons.

Education/Experience/Background: 

  • Bachelor’s Degree in Civil, Mechanical, Environmental, Chemical Engineering, Environmental Sciences, Chemistry, Biology or like degree from an accredited institution required.
  • Minimum of 15 plus years of water/wastewater experience, design, or construction of transmission and distribution systems, treatment, or pumping with special emphasis on underground network infrastructure including water main and service lines with focus on construction and delivery is preferred.
  • 5+ year experience leading and managing multi-faceted teams.

Knowledge/Skills/Abilities: 

  • Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
  • Strong communication, presentation, and reporting skills.
  • Financial analysis skills including budget management, ongoing assessment of project risks/opportunities, and intermediate accounting knowledge.
  • Advanced experience as a Manager for underground infrastructure projects including service line replacements.
  • Expert experience and knowledge with underground construction techniques including open cut and trenchless (pulling or boring) and utility connections and abandonments.
  • High attention to detail.
  • Excellent analytical, organizational, computer, and interpersonal skills.
  • Exercise discretion and independent judgment.
  • Extensive knowledge of Google Suite of Applications including Docs, Sheets, and Slides.
  • Interfaces with contractors, internal departments, and customers for the efficient and quality delivery of the lead service line replacement program.
  • Advanced knowledge of GIS system mapping and Oracle PeopleSoft.
  • Influencing and negotiating skills.
  • Able to work independently and on a team.
  • Excellent communication skills (verbal and non-verbal).
  • Excellent time-management skills to be able to prioritize competing tasks.
  • Leadership skills to manage, coach, and develop team.

Required Certification/Licenses/Training: 

  • Professional Engineer License (PE) a plus.
  • PMP and/or Construction Management certifications a plus.
  • NY State Certified Water Operator Licenses are a plus.
